To ask the Secretary of State for India if he will state whether there is any rule, and, if so, what, preventing natives of India being given access to higher appointments on Indian railways.

(Answered by Secretary Lord George Hamilton.) There is no such rule. In the Public Works Code (vol. 4, cap. 8, paragraph 37) it is laid down that "Promotions from class to class will be made on the occurrence of vacancies in the sanctioned cadre, and they will be made wholly by selection of the fittest persons."
