MR. MARKHAM (Nottinghamshire, Mansfield)

I beg to ask the Secretary of State for the Colonies whether he has received any communication from Lord Milner to the effect that his government have introduced an amendment to the draft of the municipal ordinance restricting the right of voting in the Transvaal to British subjects only; and whether, seeing that His Majesty's Government between the years 1896 and 1899 repeatedly protested to the late Boer Government on this same subject, will he say what new factors have arisen which necessitate the present Uitlander population being denied the right to exercise the franchise.
