MR. LABOUCHERE (Northampton)

To ask the Under Secretary of State for Foreign Affairs what are the rights possessed by His Majesty's Government in southern Persia that are admitted by that country; are these rights to be found in any agreement signed by Persia; and do they include the right of His Majesty's Government to forbid the grant of Persian territory for coaling stations and ports to any other Power.
