§ MR. WEIRI beg to ask the Secretary of State for the Colonies whether he is aware that in the Report of the Commission of Inquiry into the recent. Water Ordinance disturbances at Port of Spain, Trinidad, it is stated that there is not, as in India and the colonies in the East, a preliminary inquiry through the executive officers of the Government as to the merits of a Bill, or consultation with members of the public likely be interested in a Bill as to how the proposed law will work; and, in view of this statement, will he say whether he proposes to consider the desirability of introducing some alteration in the legislative procedure in Trinidad.
