I beg to ask the Secretary of State for the Colonies whether he is aware that the recommendations contained in the report of the experts who were deputed to visit Hong-Bong for the purpose of inquiring into the sanitary condition of the colony have been only partially accepted by the Government of Hong-Kong; and, seeing that the recommendations have been materially modified in the Bill relating to public health and buildings which was recently passed by the Legislative Council, will he state whether the experts had an opportunity of reporting as to how far the terms of the Rill will meet the difficulties on which they were originally asked to report.

I am aware that the new Public Health and Building Ordinance of Hong-Kong does not embody all the suggestions made by Professor Simpson and Mr. Chadwick: and I am in correspondence with the Governor upon the subject.
