I beg to ask the Secretary of State for the Colonies whether a Royal Commission has been appointed in South Africa to inquire into the question of the alleged deficiency of native labour; and, if so, will he state who are the members of the Commission and the terms of reference.

Is there not a Transvaal Commission as well?

The right hon. Baronet will see that my answer covers his Question. There is no question of a Royal Commission, but there is a local Transvaal Commission recently appointed and an Inter-colonial Commission to be appointed in accordance with the resolution of the Bloemfontein Conference, which will meet at an early date, as to the membership of which I can only refer to my reply to the right hon. Member for the Forest of Dean Division on the 21st inst.† I have not yet received front Lord Milner the names of the members of the local Commission nor the enact terms of reference.
