To ask the Secretary of State for the Home Department whether his attention has been called to a recent charge of Mr. Justice Phillimore; and whether it is his intention, during the present session, to introduce legislation, such as was indicated by the learned Judge, for the amendment of the law as to the treatment of habitual offenders.

(Answered by Mr. Secretary Akers Douglas). I have seen reports of a statement made by Mr. Justice Phillimore on this subject, and I hope to be able shortly to introduce a Bill leading in the direction indicated by the learned Judge.
