To ask the Under Secretary of State for Foreign Affairs whether he has yet received from His Majesty's Consul at Kobé an explanation in regard to the circumstances under which he failed to assist Dr. Knaggs of Kobé to obtain a certificate from the Japanese authorities to enable him to practise his profession at Kobé, especially having regard to the fact that Dr. Knaggs was accredited to the British Consul by the Premier and Chief Secretary of State of New South Wales as having held Government appointments in that State.
