I beg to ask the Chief Secretary to the Lord Lieutenant of Ireland if he would insert a clause in the Irish Land Bill giving tenants who purchased their holdings under the 24th Section of the Land Law (Ireland) Act 1881, subject to a head rent, the right to purchase this head rent at a price to be fixed by the Land Commission.

The financial scheme of the Act of 1881 was essentially different from that of the present Bill. The cases of the nature mentioned are few in number and it would be quite impossible to open up past transactions.
