I beg to ask the Secretary of State for India whether, at the Delhi manœuvres in the last cold weather, black powder was used by the Artillery; and, if so, whether he can explain why the difficulties which long prevented the use of cordite in blank charges for guns in this country have not yet been overcome in India.
