I beg to ask the Secretary of State for War whether any field or horse artillery other than those on the Indian establishment are still using black powder at manœuvres.

Yes, Sir. It is very difficult to obtain a satisfactory smokeless blank cartridge, but it is hoped that the difficulty will be overcome.
