To ask the First Lord of the Treasury whether he will consider the advisability of making a rule that all Bills affecting the administrative conditions of boroughs, cities, towns, and urban districts shall in future be first submitted to the House of Commons.

(Answered by Mr. A. J. Balfour.) Under existing Standing Orders it is impossible to give effect to the suggestion of the hon. Member that all Private Bills shall first be submitted to the House of Commons; and I am not prepared, without further consideration, to recommend an Amendment of the Standing Order which would effect the change in the system of Private Bill legislation which the hon. Member appears to desire.
