§ MR. WHITLEY (Halifax)said he hoped that this clause would be struck out of the Bill unless the Chancellor of the Exchequer could give some explanation of it. He wanted to know if it was the custom for one public Department to plunder another.
§ THE CHANCELLOR OF THE EXCHEQUER (Mr RITCHIE, Croydon)said that the Bill had been under the consideration of the Exchequer, and this clause referred merely to the adjustment of accounts.
