I beg to ask the President of the Board of Trade if he will consider the advisability of appointing a committee to examine the question as to how far the legislation applying at present to British shipping trading to ports in the United Kingdom can be extended to vessels belonging to foreign owners.

I would suggest to my hon. friend that the most convenient way of dealing with this subject would be for my hon. friend or some other hon. Member to introduce a Bill embodying the views of shipowners. If this is done the Government will be prepared to give favourable consideration to such a Bill on the understanding that if read a second time it is sent to a Select Committee.
