I beg to ask the Secretary of State for the Colonies whether the Commission of Inquiry into the recent riots in Trinidad has been appointed.

It has not been appointed, but I am now prepared to nominate for appointment the following gentlemen:—As Chairman, Sir Cecil Clementi Smith, G.C.M.G., who has filled with great credit many offices under the Crown, including that of Governor of the Straits Settlements; Sir H. Evan James, K.C.I.E., C.S.I., who was recently a Commissioner of Sind; and Mr. S. C. Macaskie, K.C., Recorder of Sheffield. The Commissioners will leave for Trinidad on Wednesday April 15. The Secretary to the Commission will be Mr. R. V. Vernon, of the Colonial Office.
