To ask the Chief Secretary to the Lord Lieutenant of Ireland whether he is aware that the Inishowen Rural District Council recently appointed an assistant clerk without publishing the vacancy in any local or other paper; and whether, in view of the provisions of the Local Government Acts, and of the fact that the Council increased the salary of the clerk without notice to the ratepayers, he will state what steps he proposes to take in the matter.

(Answered by Mr. Wyndham.) In September, 1899, a Committee of the Council reported in favour of an increased salary to the clerk and of the payment of a salary to his assistant. These recommendations were adopted by the Council and approved by the Local Government Board. The Local Government Acts and Orders do not require the publication of an advertisement in connection with the appointment of an assistant cleck.
