* LORD STANLEYThe whole question of replacing soldiers by ex-soldiers, etc., in respect of the performance of these and similar duties has been under and is still the subject of very careful consideration, but my hon. and gallant friend is aware that any such proposal must add considerably to the Army Estimates.
