MR. HERBERT LEWIS (Flint Boroughs)

To ask the Secretary to the Board of Education whether the local education authority to be established under the Education Bill will have control over the selection and arrangement of furniture, the granting of holidays, the imposition and remission of fees, the provision of certificates and prizes, and the provision of school libraries.

(Answered by Sir William Anson.) It is not convenient to answer questions as to the interpretation of a Bill which is under discussion in Committee. But, so far as secular instruction is concerned, the control of the local authority over the expenditure required for maintaining public elementary schools is complete.
