HC Deb 27 November 1902 vol 115 c631
MR. CHARLES ALLEN) (Gloucestershire, Stroud

I beg to ask the First Lord of the Treasury whether he will provide in the schedule of the Education Bill for the repeal of Section 24 of the Act of 1870, or in any other way secure that schools transferred by a denomination to a School Board shall not be retransferred after the passing of this Bill.

MR. A. J. BALFOUR

I have answered several Questions as to this. My own view is that where a school is handed back to the voluntary managers, they shall not have the right, and the local authority shall not have the right, to decide off-hand which class of school it shall be. Under the provisions of Clauses 9 and 10 the matter must be referred to the Board of Education.
