sury if, when he is giving consideration to the position of the Board of Trade in relation to other Government Departments, and to the expediency of changing the name of its Head to that of Minister of Industry and Commerce, he will direct his attention towards the advisability of placing all functions more immediately relating to industry and

commerce now exercised by other Departments in the charge of the charge of the Board of Trade, and of increasing its status and dignity rather than towards adding to its executive powers.
