To ask the First Lord of the Treasury whether, in the event of an inquiry being promoted by the Government, by a Royal Commission or otherwise, as to the best means of facilitating traffic and improving the means of communication in London, he would consider the advisability of including in such inquiry the question of obviating, by the provision of subways or otherwise, the necessity of impeding the traffic by breaking up the streets for the purpose of laying and repairing pipes, wires, and sewers.
