MR. HENNIKER, HEATONI beg to ask the Postmaster General whether in view of the fact that halfpenny 870 circulars are re-directed free of charge by post while telegraphic messages cannot be so re-directed, he will give directions for the re-direction of telegrams free of charge by post.
