I beg to ask the Secretary of State for War whether he is aware that upon the printed form for the collection of Income Tax, Shedule D, the name of Lieutenant Colonel A. B. Williams appears as Assessor and Collector of Income Duty for the Royal Arsenal; and whether, seeing that this paper is also stamped Pay Office. Royal Arsenal, Woolwich, he can state whether this officer occupies the dual position of collector of Income Tax and paymaster to the Royal Arsenal, Woolwich.

The facts are as stated, nor is there anything unusual or irregular in such arrangements. They prevent evasion of the due payment of a lawful tax, and I am consequently unable to understand the hon. and gallant Member's objection.

Does this officer receive pay from both appointments?

MR. BRODRICK

I presume so, but I am not aware of the facts.
