MR. TULLY

I beg to ask the Chief Secretary to the Lord Lieutenant of Ireland whether his attention has been directed to complaints as to the bye-laws against certain explosives put in force by the Pembroke Urban Council; and whether he can state on what ground the Local Government Board gave their sanction to these bye-laws.

MR. WYNDHAM

The Local Government Board is not required to sanction bye-laws made under the Explosives Act, nor were any such bye-laws submitted to the Board by the local authority referred to. I am making further inquiry in the matter.

MR. TULLY

Is the right hon. Gentleman aware that these bye-laws are directed against Christmas crackers etc., and will he not put an end to such an absurdity?
