§ MR. JOHN ELLIS (Nottingham, Rushcliffe)gave notice that whenever he found an opportunity he would call attention to Standing Order 25, Closure of Debate, to the mode in which it had been applied, and to the necessity that had recently been made manifest of so altering its terms as effectually to secure that which was supposed to be one of the conditions of its use—namely, that there should be no infringement of the rights of a minority in debate, particularly when called upon to consider Clauses of Bills in Committee.
