§ MR. TULLYI beg to ask the Chief Secretary to the Lord Lieutenant of Ireland whether it is the intention of the Government to give effect to the Report of the Royal Commission of 1888, to have the maintenance and education of the deaf and dumb and blind in Ireland made an Imperial charge, and not a tax on the Irish ratepayers.
