§ SIR CHARLES DILKEI beg to ask the Secretary of State for India whether it is possible to circulate, before the discussion on the Indian Finance Accounts, either the whole or the earlier portion of the papers containing the observations of the Viceroy and the members of his Council on the military proposals of His Majesty's Government communicated to them and to the House of Commons in February last.
