§ COLONEL DENNYI beg to ask the Secretary to the Admiralty whether engineering officers are permitted to sit upon courts-martial held upon members of the staff immediately under their control, or whether the court martial in such a case consists entirely of deck officers.
§ MR. ARNOLD-FORSTERUnder the existing law no officer is entitled to sit as a member of a court martial held under the Naval Discipline Act unless he be a flag officer, captain, commander, or lieutenant of H.M. Navy on full pay. It will be seen, therefore, that engineer officers are not, under the existing law, qualified to sit on courts-martial in the cases referred to by the hon. and gallant Member.
