§ MR. WHITMORE (Chelsea)said that the object of the Bill was to enable the new Borough Councils to have the power which was possessed by the Vestries of lighting public clocks at a reasonable cost. He hoped hon. Members would permit the Bill to pass.
Objection being taken, the Second Reading was deferred till Friday.
