§ MR. JOSEPH WALTON (Yorkshire, W. R., Barnsley)I beg to ask the Under Secretary of State for Foreign Affairs whether the action of the United States Consul General in authorising the arrest of four Chinese residents in the International Settlement, formerly British, at Shanghai, on the 17th ultimo, is in accordance with the Agreement entered into by Sir Rutherford Alcock in 1854, as embodied in the Land Regulations promulgated at that date; and, if not, whether the concurrence of His Majesty's Consul General has the support of His Majesty's Government.
