§ MR. DAVID THOMASI beg to ask the Secretary to the Treasury if he will state the grounds upon which the Treasury formed the opinion that the work done by Higher Division clerks in the Secretary of State offices requires higher qualifications than work done by Higher Division clerks in the Board of Trade; and whether a similar conclusion has been arrived at in respect to the character of the work done in the Local Government Department.
§ MR. AUSTEN CHAMBERLAINThe opinion is based upon the character of the work done in the different offices. It applies to the Local Government Board as well as to the Board of Trade.
