DAVID THOMASI beg to ask the President of the Board of Trade whether the upper division officials in his Department are recruited by the same examination and 1002 do the same class of work as corresponding officials in Departments presided over by Secretaries of State; and, if so, will he state on what ground they are placed on an inferior scale of salary.
§ MR. AUSTEN CHAMBERLAINAll clerks of the upper division are recruited by examination in the same subjects. Vacancies in the offices of Secretaries of State are filled by the most successful candidates, or by the transfer from other Departments of officers who have shown exceptional merit. In the opinion of the Treasury the work in the offices of Secretaries of State, taken as a whole, requires higher qualifications than does that of other Public Departments
