I beg to ask the Under Secretary of State for Foreign Affairs, in view of the fact that loss and inconvenience is caused to British subjects on account of His Majesty's Consular Office at Kobe, Japan, being only open from 10 a.m. to 12 noon, and from 2 p.m. to 4 p.m., and seeing that the United States Consular Offices in the East are only closed for one hour in the middle of the day, can arrangements be made for a similar practice to be followed in the British Consulates in Japan.

I am not aware that any complaints have been made by British subjects of inconvenience caused by the arrangements described in the question, and I understand that very little business is transacted in Japan between noon and 2 p.m. Should complaint arise the matter will be referred to His Majesty's Minister at Tokio for report.
