I beg to ask the President of the Board of Agriculture whether, after he has fixed the percentage of water to be allowed in butter, it will still be allowable to sell milk-blended butter containing water above the standard fixed by him.

Besides being a hypothetical question, that is also a legal question, which, looking to the subtlety of legal decisions, I cannot answer. All I can say is that I shall draw up the new regulations as strictly as I can with a view to prevent such sale.
