§ Bill to provide that no prosecution under the Vaccination Acts shall be commenced without the authority of the Guardians, ordered to be brought in by Mr. Channing, Sir John Rolleston, Mr. Goddard, Mr. Cremer, Mr. Brigg, Mr. Carlile, Mr. Bell, Mr. Broadhurst, and Mr. Corrie Grant.
