I beg to ask the Chief Secretary to the Lord Lieutenant of Ireland, having regard to the Act of last session for the transference of the maintenance of pauper lunatics from the local authorities in Ireland to the Imperial Treasury, will the Treasury make a refund to the Committees of Management of the various lunatic asylums of the moneys expended by them on the maintenance of lunatics since an Act of a similar character in England came into operation; and, if not, can he hold out any hope that legislation in that direction will be recommended by him.

My right hon. friend has already informed the hon. Member that it is not proposed to amend the Act of last session so as to make it retrospective. Unless that be done, the refund suggested cannot be made.
