§ MR. BRODRICKIn response to inquiry, Lord Kitchener telegraphs as follows:—"It is impossible to distinguish between fighting and non-fighting burghers unless they are very old or very young, in which case they are left on their farms, and therefore do not surrender. All surrenders reported are men liable to service under commando law."
