HC Deb 04 March 1902 vol 104 c357
MR. BELL

I beg to ask the President of the Board of Trade whether he has received any objections to the revised rules issued by the Board of Trade in January last, under The Railways (Prevention of Accidents) Act, 1900; and can he state when will the rules come into operation.

MR. GERALD BALFOUR

I had hoped these rules might have been settled without appeal to the Commissioners, but, as a matter of fact, eleven notices have been given to the Board of Trade under Section 3 of the Act of 1900, requiring the Board to refer objections to the Railway and Canal Commissioners, and the Board are, by the statute, obliged to refer such objections. Steps will be taken to make the proper references as soon as possible. The rules cannot come into operation until the Commissioners have decided upon the objections.
