On behalf of the hon. Member for Mid Derbyshire, I beg to ask the Secretary of State for the Home Department whether he is aware that two working men, who were arrested by the Belper police on Thursday last for default under the Vaccination Acts, were handcuffed on their way to prison, although they offered no resistance; whether it is usual to handcuff prisoners under such circumstances; and, if not, whether he will instruct the police on the matter.

Two offenders against the Vaccination Acts were in the first instance handcuffed in order to be taken to prison, but the handcuffs were afterwards removed. The Chief Constable of the county has expressed his regret at what happened, and has given instructions that handcuffs are not to be used in future in such cases.
