MR. BAYLEY (Derbyshire, Chesterfield)

I beg to ask the Secretary of State for the Colonies, with reference to his statement in the House on 15th August, whether Law No. 21 of 1901, passed by the Jamaica Legislature last July, authorizing the arrest and imprisonment, without sworn evidence, of persons suspected to be in unlawful possession of agricultural produce, and allowing flogging as a punishment after a second conviction, has now been considered by him and received the Royal Assent.
