Gentleman that the military necessity for the exercise of martial law has ceased, and I cannot at present make any definite statement on the subject. The administration, however, has already been materially modified, and my right lion, friends the Secretary of State for the Colonies and the Secretary of State for War are in communication with the authorities at the Cape on the subject.
