§ MR. A. J. BALFOURI now beg to move that you, Sir, report progress. Though it is rather irregular, I hope I shall be permitted by the House to inform them that I have received a message, dated "Buckingham Palace, 6.40 p.m.," to the effect that the King continues to make satisfactory progress, and is much relieved by the operation. I have been asked a great many questions from different quarters with regard to the inevitable results of the unhappy event which has burst upon us today; and it would be to the public convenience if I were to state the course we think desirable. London celebrations are to be postponed, except those of a charitable character, such as the King's Dinner. Probably celebrations in the provinces will be confined to entertainments of a similar character; but that is a matter entirely in the discretion of those locally interested. The Naval Review will not take place. Banks will be bound by the Proclamation, and will not be open. The Proclamation, however, in no way interferes with the carrying on of manufactures or other business. It is therefore for employers to consider whether, in the circumstances, it would not be desirable to abandon their intention of closing their places of business on the 26th and 27th.
