§ THE UNDER SECRETARY OF STATE FOR FOREIGN AFFAIRS (Lord CRANBORNE,) RochesterBy the Convention between Russia and China 1276 signed on the 8th April, Russia has agreed to evacuate, within six months from that date, the south - western portion of the province of Mukden up to the River Liao, and to hand the railways over to China; and within a further period of six months to evacuate the remainder of the province of Mukden which includes Newchwang and the province of Kirin.
