CHARLES M'ARTHUR (Liverpool, Exchange)I beg to ask the Under Secretary of State for Foreign Affairs whether the treaties which have been concluded between His, Majesty's Government and foreign Governments relative to the recovery of merchant seamen deserters leave foreign and British ships equally subject to the penalties imposed by the Australian Immigration Restriction Act, 1901, upon the master or owner of any vessel from which any prohibited immigrant enters the Commonwealth.
