I beg to ask the Lord Advocate, as representing the Secretary for Scotland, whether the Secretary for Scotland has received a memorial from the Convention of Royal Burghs asking that the ancient † See page 521. rights and privileges of the Royal Burghs in regard to Royal Proclamations be continued to thorn; and if it is the intention of the Department to take any steps in the matter with the view of conserving the rights of the burghs.
