I beg to ask the First Lord of the Treasury, whether his attention has been called to the observations on partisanship in members of the Civil Service contained the Treasury Minute of 12th November 1884, and to the statement that it was intended to embody them on an Order in Council binding on the entire permanent Civil Service of the State; and will he say whether such an Order in Council has in fact been passed.
