§ MR. HENRY J. WILSON (Yorkshire, W.R., Holmforth)I beg to ask the Secretary of State for War, will he explain why Mr. C. J. Lotter, a Member of the Cape Parliament, who, together with his son and manager, was arrested by the Military in the Uitenhage district of the Cape Colony, in January, 1901, was committed for trial only on the 8th of this month. By whose authority and on what ground has he been kept in prison for 50 weeks without trial; what is the charge against him; and what is the tribunal before which he is now to be tried.
