While the Motions for leave to introduce the Bills were being made,

MR. SWIFT MACNEILL (Donegal, S.)

said that he had failed to catch the Speaker's eye at the close of Questions, and that he wished to address a supplementary Question to the Secretary of State for War, to whom he had given notice of the Question.

* MR. SPEAKER

I am afraid the hon. Member is too late now.

MR. SWIFT MACNEILL

Then, Sir, I am the victim of my own courtesy.

* MR. SPEAKER

I am afraid the hon. Member is rather the victim of an unusual want of activity on his part.
