I beg to ask the Under Secretary of State for Foreign Affairs, whether His Majesty's Government have any information of the completion of the concession of the Euphrates Valley Railway, of the terms of the contract, the proposed alignment, and the amount of, and security, for the kilometric guarantee.

The announcements which have appeared in the press upon this subject have not yet been officially confirmed, but there seems no reason to doubt that they are founded upon fact. The statement made in Router's telegram as to the terms of the contract correspond generally with the information we have received, but we understand that a decision as to the revenues on which the kilometric guarantee is to be secured has not yet been arrived at. A further question was asked by Mr. Gibson Bowles, but LORD Cranborne requested that notice should be given.
