Motion made, and Question proposed, "That the Bill be now read a second time."

*MR. LOUGH

said he desired to appeal to the hon. Gentleman not to persist in his objection. This was a very simple Bill to enable the Borough Councils of London to carry on the work which was done by the old Vestries, and if the hon. Gentleman would look at the Bill, he would see nothing at all objectionable in it.

It being Midnight, the Debate stood adjourned.
